			<content:encoded><![CDATA[<p>Mayor Glenn Thompson called the March 26, 2012 meeting of the Nicollet City Council to order at 6:30 p.m. in the council chambers. </p>
<p>In addition to Mayor Thompson; Councilmen:  Steve Johnson, Fred Froehlich, and Tom Hoffman were present.  Councilman Cory Johnson was absent.  Others in attendance included:  Pat Zins, Marissa Isenberg (<em>Abdo Eick &amp; Meyers</em>) and Michael Koob (<em>Ledger</em>).   Staff present: Vanessa Drill and Gary Johnson. </p>
<p><em>The agenda was approved on a motion which was made by F. Froehlich, which was seconded by S. Johnson, and which carried with all voting in favor.</em> </p>
<p><em>The minutes of the March 7, 2012 regular meeting and the March 14, 2012 special meeting was approved on a motion which was made by S. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.</em> </p>
<p><em>The bills totaling $25,053.14 were approved on a motion which was made by T. Hoffman, which was seconded by S. Johnson, and which carried with all voting in favor.</em></p>
<p><em>The 2011 Audit Report was accepted on a motion which was made by F. Froehlich, which was seconded by T. Hoffman, and which carried with all voting in favor.</em><em> </em></p>
<p>Pat Zins with Prairie Ridge Development was present to discuss a 40’ easement that he had given the City years ago.  This easement is part of the 80’ easement that Larry Hewitt (40’) approached the council about at the last meeting.  The Clerk presented letters from Prairie Ridge Development and H &amp; H Brothers that the City vacates the easement on its own motion. <em> </em></p>
<p><em>A motion to start the process on vacating an 80’ easement per a request of Prairie Ridge Development and H &amp; H Brothers was approved by T. Hoffman, which was seconded by S. Johnson, and which carried with 3 votes.  Councilman F. Froehlich abstained from the vote due to conflict of interest.   </em> </p>
<p>The Clerk:<br />
1)  Stated that the City needs to determine if they wanted to bond for the new<br />
addition for either a 15 or 20 year term.  The Council decided on a 15-year term.<br />
2)  Noted that she received a $150 grant to attend the Clerk’s Institute April 23-April 27. <br />
3)  Shared a letter from the city attorney on the sewer issues in the<br />
School Estates Development.                                                                       </p>
<p>Maintenance Supervisor:<br />
1)  Noted the Brush Chipping site will open April 2 and is held on the 1<sup>st</sup> &amp; 3<sup>rd</sup> Mondays<br />
of each month from 3:00 p.m. to 6:30 p.m.<br />
2)  Stated the volleyball league is requesting sand for the courts and a certain sand<br />
is wanted.  S. Johnson requested that someone from the league attend a council meeting.<br />
3)  Noted the water tower has been refilled and will be overfilled again to get rid of <br />
any impurities at the top of the tank.<br />
4)  Shared that the maintenance department will be flushing hydrants in the<br />
next few weeks.<br />
5)  Will notify the part-time seasonal worker to see what his intentions will be<br />
for the summer.<br />
6)  Will be gathering proposals for street sweeping.</p>
<p>Councilman F. Froehlich noted the ownerships of the ponds and wetlands within the city as follows:<br />
1)  Mara Tonka Pond and retention pond off of Birch Street across from <br />
the Vet Clinic – City of Nicollet<br />
2)  Wetlands north of the Fire Hall – Jeff Leonard<br />
3)  Wetlands eastside of school property – Nicollet Public School<br />
4)  Wetlands east end of Traci Lane – School Estates Town Homes Association </p>
<p>A construction committee was formed to follow the process of the new addition.  The committee will be S. Johnson, F. Froehlich and Gary Johnson. </p>
<p>The City Wide Tour date was set for May 30, 2012 @ 5:30 p.m. </p>
<p><em>Ordinance No. 142 – Amending Ordinance no. 108, Adopted on Nov 4, 2011 and Titled, An Ordinance Defining and Prohibiting Public Nuisances and Providing A Penalty For Violation, and Repealing Ordinance No. 122, Adopted on May 12, 2004 and Titled, An Ordinance Defining and Prohibiting Unlicensed and Non-Roadworthy Vehicles as Public Nuisances was approved on a motion made by F. Froehlich, which was seconded by S. Johnson, and which carried with all voting in favor.</em> </p>

			<content:encoded><![CDATA[<p>Mayor Glenn Thompson called a special meeting of the Nicollet City Council to order at 6:00 pm on March 14, 2012, at City Hall. </p>
<p>In addition to Mayor Thompson; Council members Cory Johnson, Fred Froehlich and Tom Hoffman were in attendance.  Councilman Steve Johnson was absent.  Staff present: Vanessa Drill.  Others in attendance were:  Adam Steinke (<em>Strange Design</em>), Mike Holmin, and Michael Koob (<em>Ledger</em>). </p>
<p>The purpose of this special meeting was to thoroughly review/award the bids for the construction of the maintenance garage addition that were received on March 7, 2012. </p>
<p>Adam Steinke provided the council with the bids that showed the items broken down line for line.  Steinke recommended that the council should go with the low bidder which was Colway Contracting. </p>
<p><em>A bid in the amount of $297,288.00 from Colway Contracting for the maintenance garage addition </em><em>was approved on a motion which was made by C. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.</em><em> </em></p>
<p>With no further business, the meeting was adjourned at 6:45 p.m.<br />

<p>In addition to Mayor Thompson; Councilmen:  Steve Johnson, Fred Froehlich, and Tom Hoffman were present.  Councilman Cory Johnson was absent.  Others in attendance included:  Joel Polzin (<em>Fire Chief</em>), Jeff Grommersch (<em>Community Insurance Agency</em>), Larry Hewitt, Adam Steinke (<em>Strange Design</em>) and Michael Koob (<em>Ledger</em>).   Staff present: Vanessa Drill and Gary Johnson. </p>
<p><em>The agenda was approved on a motion which was made by S. Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.</em></p>
<p><em>The minutes of the February 22, 2012 regular meeting was approved on a motion which was made by T. Hoffman, which was seconded by F. Froehlich, and which carried with all voting in favor.</em></p>
<p><em>The bills totaling $8,767.19 were approved on a motion which was made by F. Froehlich, which was seconded by S. Johnson, and which carried with all voting in favor.</em><em> </em></p>
<p>Larry Hewitt approached the council regarding a 40’ easement that he had given to the city 17 years ago.  He stated his plans for developing the property have changed as well as Highway 14is scheduled to cut across his property.  Hewitt is asking for a reversal of the said easement.  The Clerk was directed to look into how the property was recorded at the county.  </p>
<p>Fire Chief Joel Polzin and the Clerk discussed the new location of the new civil defense siren if the City receives a grant.  Polzin suggested that the Fire Station would be the best spot since the station has a generator that could use for backup power.  The Clerk will work with the County on the grant.</p>
<p>Jeff Grommersch, Community Insurance Agency, provided the Council an overview of current City insurance and optional coverages.<em> </em></p>
<p><em>The City waives the statutory tort liability limits, which was approved on a motion made by S. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor. </em><em> </em></p>
<p>The bids for city hall maintenance garage addition were presented by Adam Steinke @ Strange Design.  The city received 4 bids; Alliance Contracting-$272,000, Colway Contracting-$270,890, Mohs Construction-$283,000 and Swan Lake Woodworks-$331,445.  Steinke recommended the council consider setting a 10% contingency fee to cover any change orders that might happen.  After a long discussion, the council decided that they needed some more information on the bids so that they can see how comparable the bids are to each other.  A special meeting on March 14 @ 6:00 p.m. to go over the bids and award it to the appropriate contractor was set. </p>
<p>Maintenance Supervisor:<br />
            1)  Supplied a water movement report for February<br />
            2)  Stated that Darin and himself will be attending sewer school in April<br />
            3)  Shared that Ryan Schmidt with Schmidt’s Meat Market approached him regarding<br />
            the city’s involvement in replacing the sidewalk on one side of his property.  After<br />
            some discussion it was noted that in the past it is up to the property owner to<br />
            maintain the sidewalk. </p>
<p>The upcoming council meetings were discussed and set for the months of May and June.  The dates for May are May 7 and May 30, for the month of June the date was set for June 11.</p>
<p>The nuisance ordinance was discussed briefly with a couple procedure changes that the Clerk will need to make.  The council looks at passing this ordinance at the March 7<sup>th</sup> meeting. </p>
<p>Mayor Thompson shared a brief overview of the Fire Relief meeting that he attended. </p>

<p>In addition to Mayor Thompson; Councilmen:  Steve Johnson, Fred Froehlich, Cory Johnson and Tom Hoffman were present.  Others in attendance included:  Joel Polzin (<em>Fire Chief</em>), Residents: Ron Hansen, Brian Menk, Denny Hewitt, Richard Naumann and R.D. <p><em>The bills totaling $63,794.06 were approved on a motion which was made by C. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.</em><em> </em></p>
<p>Fire Chief Joel Polzin informed the council that the Fire Department has received a grant to replace their radios with the new 800 mhz system.  He stated that the current civil defense siren will not be compabitable with the new radio system.  Polzin suggested working with the County on getting a grant for the new siren. </p>
<p>Residents; Currier, R Hansen, Menk, D Hewitt and R Naumann were in attendance to get clarification on the proposed nuisance ordinance. </p>
<p>A request to close off Pine Street from Rapid Rick’s to the alley for a breast cancer fundraiser on June 2 was approved with the circumstances that the surrounding neighbors are notified and the streets are cleaned after the function. </p>
<p>The clerk noted that Troy Donahue paid another $20,000 for 2 more lots out in the School Estates Development. </p>
<p>Gary Johnson shared the water movement report for the month of January.  He also noted that there were a couple of curb stops at some residents that were in need of repair. </p>
<p>Steve Johnson noted that Darin Drill was hired as the Full-time Maintenance employee. </p>
<p>Mayor Thompson shared a letter from the attorney regarding the sewer line issue in the School Estates Development.  The attorney is requesting the construction journals for the project when it was first created.  The clerk was instructed to see how much more time will be needed to get this issue resolved.<em> </em></p>
<p><em>A Partial Release of Mortgage </em><em>Lots 1&amp;2, Block 7 and Lots 3&amp;4, Block 4 of the School Estates Common Interest Community</em><em> was approved on a motion which was made by F. Froehlich, which was seconded by T. Hoffman, which carried with all voting in favor</em>. </p>
<p><em>Resolution #02-22-12 Decertifying Individual Parcels Within Tax Increment Financing District No. 1-8 was approved on a motion which was made by S. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.</em> </p>
<p><em>Church of St. Paul 3.2 License and LG220 Application for permit for the annual festival 6/17/12 was approved on a motion which was made by T. Hoffman, which was seconded by S. Johnson, and which carried with all voting in favor.</em> </p>
<p>The upcoming council meetings were discussed and changes were made.  The second meeting in March was moved to Monday, March 26, 2012 instead of Wednesday, March 28. </p>
<p><em>A motion to schedule council meetings 3-months at a  time was approved by C. Johnson, which was seconded by S. Johnson, and which carried with all voting in favor.</em> </p>

<p>In addition to Mayor Thompson; Councilmen:  Steve Johnson, Fred Froehlich and Tom Hoffman were present.  Councilman Cory Johnson was absent.  Others in attendance included:  John Graupman (<em>Bolton &amp; Menk</em>), Jason Verly (<em>Nicollet Foods</em>), Michael Koob (<em>Ledger</em>) and Phyllis Wenner.   Staff present: Vanessa Drill and Gary Johnson. </p>
<p><em>The agenda was approved on a motion which was made by T. Hoffman, which was seconded by S. Johnson, and which carried with all voting in favor.</em> </p>
<p><em>The minutes of the January 4, 2012 regular meeting was approved on a motion which was made by S.  Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.</em> </p>
<p><em>The bills totaling $209,091.16 were approved on a motion which was made by F. Froehlich, which was seconded by S. Johnson, and which carried with all voting in favor.</em></p>
<p>John Graupman with Bolton and Menk and Jason Verly with Nicollet Foods were present to discuss the Nicollet Foods SIU agreement.  It was decided that daily sampling will be done rather than once a week so that Nicollet Foods can get a better handle on their average load into the sanitary sewer system.  Graupman explained this will not affect the base charge under the contract but could change the level the surcharge is implemented.  </p>
<p>Phyllis Wenner was present to see where the council was at on adopting the Junk Car Ordinance. </p>
<p>The “junk car” ordinance was discussed and council is still brainstorming. </p>
<p>The Clerk<br />
  1)  Noted Troy Donahue paid the city $20,000 for the 2 properties in the School Estates  <br />
       Development where he was non-compliment with the TIF agreement.<br />
  2)  Stated that R Stoecker was observed placing snow in the alleyway along his property    <br />
  3)  Is working with the Auditors on a 5-year plan                       </p>
<p>Gary Johnson shared the water movement report for December. </p>
<p><em>A motion to pay the full-time maintenance employee’s a minimum of 2 hours a day for being on call for the weekend/holiday was approved by S. Johnson, seconded by T. Hoffman, and carried with all voting in favor.  </em> </p>
<p>A brief discussion was noted on possibly switching the council meeting days to Mondays.  The Clerk will put a schedule together for consideration at the next meeting. </p>
<p>Tom Hoffman noted that Froehlich and he met with Representative Terry Morrow and Wayne Cords from the MPCA regarding the Mara Tonka pond.  The pond will be tested to determine the growth of algae.  It was also noted that a 12 foot buffer strip maybe developed around the pond to protect the pond from runoff. </p>

<p>In addition to Mayor Thompson; Councilmen:  Steve Johnson, Cory Johnson, Fred Froehlich and Tom Hoffman were present.  Others in attendance included Adam Steinke (<em>Strange Design</em>), John Graupman (<em>Bolton &amp; Menk</em>), Michael Koob (<em>Ledger</em>) and Dave Holcomb.   Staff present: Vanessa Drill and Gary Johnson. </p>
<p><em>The agenda was approved on a motion which was made by S. Johnson, which was seconded by C. Johnson, and which carried with all voting in favor.</em> </p>
<p><em>The minutes of the December 14, 2011 regular meeting was approved on a motion which was made by C.  Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.</em></p>
<p><em>The bills totaling $19,552.46 were approved on a motion which was made by C. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.</em><em> </em></p>
<p><em>ProGrowth Bank was named as the Official Depository on a motion which was made by F. Froehlich, which was seconded by C. Johnson, and which carried with all voting in favor.</em> </p>
<p><em>The Lafayette Nicollet Ledger was designated as the primary newspaper and the Mankato Free Press as the secondary newspaper was approved on a motion which was made by T. Hoffman, which was seconded by S. Johnson, and which carried with all voting in favor.</em><em> </em></p>
<p><em>Schauer Law Firm was designated for Attorney Services for 2012 which was approved on a motion which was made by S. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.<br />

<p>Adam Steinke with Strange Design presented plans for the building addition to the City Hall Maintenance Shop with an estimated cost of $382,825. </p>
<p><em>Building plans and estimated cost of $382,825 for the building addition and to place the plans out for bid was approved on a motion made by S. Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.</em><em> </em></p>
<p>John Graupman with Bolton and Menk presented the Final Pretreatment Agreements for the Significant Industrial Users.  Graupman recommended that the agreements be sent out for signatures and the billing to begin at the end of January. </p>
<p><em>Final pretreatment agreements with billing to begin January 2012 was approved on a motion which was made by C. Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.</em><em> </em></p>
<p>Dave Holcomb was present to ask the council “where are you at” on the junk car ordinance.  Holcomb would like to see something passed so that the “town can get cleaned up.”  Council is still working thru items on the ordinance.</p>
<p>Gary Johnson stated that the maintenance department has started the pretreatment sampling. </p>
<p>Councilmen S. Johnson and F. Froehlich have selected 3 candidates for the full-time maintenance position and would like to have the candidates interviewed by the Maintenance Supervisor. </p>
<p><em>Permission for the hiring committee to pick the best candidate for the full-time maintenance position at a starting wage of $15.00 to $16.00 per hour was approved on a motion which was made by C. Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.</em> </p>
<p>S. Johnson and F. Froehlich will be attending an invite to a US Hwy 14 Road Safety Audit Forum on January 18, 2012. </p>

			<content:encoded><![CDATA[<p>Mayor Glenn Thompson called the Truth in Taxation Hearing for the 2012 Budget and Tax Levy to order at 6:15 p.m. on December 14, 2011 in the Council Chambers. </p>
<p>In addition to Mayor Thompson; Councilmen: Steve Johnson and Cory Johnson.  Councilmen F. Froehlich and Tom Hoffman were absent.  Others in attendance included Vanessa Drill and Michael Koob (<em>Ledger</em>). </p>
<p>The purpose of the hearing was to hear comments on the 2012 Budget and Tax Levy.  </p>
<p>With no public input, at 6:30 p.m. the public hearing was adjourned and the Council turned its attention to the business of the regular December 14, 2011, meeting at this time Gary Johnson joined the meeting. </p>
<p><em>The agenda was approved on a motion which was made by C. Johnson, which was seconded by S. Johnson, and which carried with all voting in favor.<br />

<p><em>The minutes of the November 30, 2011 regular meeting was approved on a motion which was made by S.  Johnson, which was seconded by C. Johnson, and which carried with all voting in favor.</em> </p>
<p><em>The bills totaling $9,582.61 were approved on a motion which was made by C. Johnson, which was seconded by S. Johnson, and which carried with all voting in favor.</em> </p>
<p>The clerk reported that the best dept financing option for funding the addition to the City Hall Maintenance Shop was a General Obligation Capital Improvement Plan Bond.  </p>
<p>Gary Johnson:<br />
1)  Supplied a water movement report<br />
2)  Noted that the lift stations have been cleaned<br />
3)  Reported some damage on the snowplow<br />
4)  Stated the loader arm on the tractor had gotten broken </p>
<p>Mayor Thompson and Councilman Hoffman will conduct the employee reviews for the Maintenance Supervisor and the Clerk. </p>
<p>The council will wait until January to continue discussion on the ordinance defining and prohibiting unlicensed and non-worthy vehicles as public nuisances. </p>
<p>The new census signs in the city will be updated within the next few months.  To save money the council declined replacing the “vehicle noise laws enforced” signs.  These signs would need to be updated due to the State requirements; the cost to replace 5 signs would’ve been $3,575.00.</p>
<p><em>RESOLUTION  #12-22-11 – Adopting the Final 2012 Budget was approved on a motion which was made by C. Johnson, which was seconded by S. Johnson, and which carried with all voting in favor.  </em> </p>
<p><em>RESOLUTION #12-22-11A:  Adopting the Final 2012Tax Levy with a 9%  increase was approved on a motion which was made by S. Johnson, which was seconded by C. Johnson, and which carried with all voting in favor.</em> </p>
<p><em>The contract between the City of St Peter and the City of Nicollet for contracting for building inspector services was extended for 1 year.  The contract was approved on a motion which was made by S. Johnson, which was seconded by G. Thompson, and which carried with all voting in favor.</em> </p>

<p>In addition to Mayor Thompson; Council members Steve Johnson, Cory Johnson, Fred Froehlich and Tom Hoffman were present.  Others in attendance included:   John Graupman (<em>Bolton &amp; Menk</em>), Jim Kretsch, Jason Verly and Marvin Bartlett all with <em>Nicollet Foods</em> and Michael Koob (<em>Ledger</em>).  Staff present:  Vanessa Drill and Gary Johnson. </p>
<p><em>The agenda was approved on a motion which was made by C. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.</p>
<p></em><em>The minutes of the November 2, 2011 regular meeting and the November 21, 2011 special meeting was approved on a motion which was made by C.  Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.</em> </p>
<p><em>The bills totaling $148,912.57 were approved on a motion which was made by C. Johnson, which was seconded by F. Froehlich, and which carried with all voting in favor.</p>
<p></em>Nicollet Foods representatives approached the council regarding the new charges that their plant will be forced to pay for their inflows into the sanitary sewer system.  The representatives reviewed their data and were questioning how come the fees were high.  The council noted that the industrial users have been charged at the residential rate in the past and this was not adequate to cover the current and future costs of the waste that they are putting into the system.  John Graupman also stated that Nicollet Foods accounts for 45 percent of the inflow in the system.  The figures were based on six months of monitoring of the plant.  Nicollet Foods noted they have discrepancies with the data.  Bartlett stated that the penalties will be a lot of the issue.  Graupman recommended that the council hold with the contract that was written.  Graupman will meet with representatives and compare data and will report back to the council for possible consideration of adjusting the penalties.</p>
<p>Gary Johnson:<br />

2)  Reported that maintenance worker Tom Tews resigned.  Council will payout 10 days of vacation and 34.04 hours of sick time per the maintenance personnel policy<br />
3)  Stated Arnold’s Implement were inquiring on putting up a GPS repeater on the water tower</p>
<p>The council decided to advertise for a full-time maintenance worker position with a deadline application date of December 12.  With the shortage of maintenance help the city will still contract for snow removal at the Mara Tonka Townhomes. </p>
<p>S Johnson reported on his fire relief meeting:<br />
1)  Grants are still in the application process for the radio system<br />
2)  Fire hall roof is being repaired<br />
3)  General repairs on trucks and hoses will take place<br />
4)  New fireman – Chris Forbrook<br />
5)  Fire Department responded to 100 calls this year<br />
6)  Budget committee will meet in January</p>
<p>It was noted that after a little investigative work out in the School Estates Development, there appears to be a “sag” in the sewer lines on Erin Court that are owned by Troy Donahue.  A letter was to be sent to Donahue regarding the cleaning of the sewer lines.  Mayor Thompson informed Clerk not to send the letter to Donahue since that part of the sewer line was the responsibility of the original contractor (which was not Donahue).</p>
<p><em>A motion to rescind a letter to Troy Donahue regarding the clearing of the sewer lines on Erin Court was approved by T. Hoffman, which was seconded by S. Johnson, which carried with all in favor.</em></p>
<p>The clerk presented a letter from the attorney stating that Troy Donahue (<em>Year Round Comfort</em>) is not complying with his development agreement for the individual property that is located in the Tax Increment Financing District.  Donahue is to have the property marketed for sale and supply his occupant’s gross yearly income to make sure that they qualify to the said agreement.  The attorney recommended sending Donahue a letter and giving him 30 days to comply if not he will be forced to default on the agreement.</p>
<p><em>A letter to Year Round Comfort regarding non-compliance to the Amendment to the Development agreement dated June 23, 2010 was approved on a motion made by C. Johnson, which was seconded by F. Froehlich, which carried with all voting in favor.</em><em> </em></p>
<p><em>The 2012 Council meeting schedule was approved on a motion made by S. Johnson, which was seconded by T. Hoffman, which carried with all voting in favor.</em><em> </em></p>
<p><em>The GASB 54 Fund Balance Policy was approved on a motion made by S. Johnson, which was seconded by C. Johnson, and which carried with all voting in favor.</em><em> </em></p>
<p>Sheriff Dave Lange stopped by and shared with the council the “Sheriff’s Office Activity by Townships report from January 1- November 30, 2011. </p>
<p>The council brainstormed on an ordinance defining and prohibiting unlicensed and non-worthy vehicles as public nuisances.  There will be further discussions to come. </p>

<p>In addition to Mayor Thompson; Council members Steve Johnson and Tom Hoffman were in attendance.   Councilmen Cory Johnson and Fred Froehlich were absent.  Staff present: Vanessa Drill.  Others in attendance were:  Grant Poehler, Mike Holmin, John Callquist, Dave Will and Harry Jenness.</p>
<p>The purpose of this special informational meeting was to enlighten the community on a possible addition to Nicollet City Hall Maintenance Department located 401 Pine Street.</p>

<p>Residents of the School Estates Development approached the council regarding their concerns on a signed petition in favor of an amendment to the original development plan.   The signed petition was presented to the council on November 8, 2010.  The amendment allows Troy Donahue to build rental homes in the development.  The residents felt that they were misled when they signed the petition.  Hendrycks voiced his concern about safety around an open basement on the lot next him &#8211; asking “when will some work be done.”  Mayor Thompson noted that Mr.  Donahue was contacted about this concern before.  Donahue noted that the basement would be backfilled within the next week.</p>
<p>Steve Weisbacker and Julie Liebel from Lloyd Management were present to discuss some of the fees associated with the Mara Tonka Townhomes.  A question was raised regarding Culligan Water dropping off several bags of softener salt to the units when it wasn’t necessary.  Liebel noted that this issue has been resolved.</p>
<p>Ryan Schmidt with Schmidt’s Meat Market expressed his concern about the city making him combine all three service lines that is noted in his Significant Industrial User’s agreement.  Mr. Schmidt met with a couple of councilmen and Bolton &amp; Menk to explain his concern earlier in the day.  It was agreed upon that a new manhole and sampling point will be installed on the main line within a 9 month period.</p>
<p>Gary Johnson:<br />
1)  Readdressed the sewer line out in the School Estates Development that half inch gravel was pushed into on Troy Donahue’s property.  This issue was first addressed at the October 12<sup>th</sup> meeting.<br />
2)  Requested that the council look at ways of removing parked cars off of the streets during snow removal.<br />
3)  Stated the new part-time employee has been with the city for 90 days and would like to extend another 90 days probationary period.<br />
<em><br />
A letter to Troy Donahue stating he will have 10 days to clear the sewer lines on Erin Court was approved on a motion made by T. Hoffman, which was seconded by S. Johnson, which all carried in favor.</em></p>
<p>An informational meeting regarding the possible addition to the city hall maintenance department was set for Monday, November 21 from 6:00 p.m. to 8:00 p.m.</p>
<p>A snow fence maybe placed out in the School Estates Development on the lots adjacent to Chase Avenue.</p>
<p>A 2012 proposed meeting schedule was discussed.</p>
