Mayor Glenn Thompson called the first regular May meeting of the Nicollet City Council to order at 5:30 p.m. on May 30, 2012, in the council chambers.
In addition to Mayor Thompson; Councilmen Steve Johnson and Tom Hoffman were in attendance. Councilman; Cory Johnson and Fred Froehlich were absent. Others in attendance included Vanessa Drill, Gary Johnson, and Joe Duncan.
First item of business was the Council’s Annual City Wide Tour. The Council addressed the water and sewer piping on Walnut Street, ditch in the school estates area and a couple of items in the Greenspace storage. City Engineer Joe Duncan will prepare cost estimates for the water/sewer piping on Walnut Street. The city will discuss what they will do with a Load Bank and an old lawn mower that is being stored.
At 6:30 p.m. the council turned its attention to a public hearing to consider a request application of H&H Brothers, Sara Shed’s, LLC, Larry and Linda Hewitt and Prairie Ridge Corporation on vacating of an 80’ street and public utility easement that was conveyed to the City of Nicollet in 1995.
Roll call was noted; Mayor Thompson; Councilmen Steve Johnson, Tom Hoffman and Cory Johnson. Councilman Fred Froehlich was absent. Others in attendance included Vanessa Drill, Gary Johnson, Don Lannoye (City Attorney), Michael Koob (Ledger), Larry Hewitt, Chad Johnson, Dave Wilking and Bill Blashack.
At 6:45 p.m. the public meeting was adjourned and the Council turned its attention to the business of the regular May 30, 2012 meeting.
The agenda was approved on a motion which was made C. Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.
The minutes of the May 7, 2012 public hearing and the first regular May meeting was approved on a motion which was made by S. Johnson, which was seconded by C. Johnson, and which carried with all voting in favor.
The bills totaling $107,951.23 were approved on a motion which was made by C. Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.
Resolution #05-30-12 – Resolution Vacating a Public-Right-of-Way was approved on a motion which was made by S. Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.
Don Lannoye – City Attorney was present to discuss with the Council a foreclosure action on property that the City has a senior mortgage to. The City of Nicollet loaned Nicollet County Properties, LLC and Commercial Mortgage Fund, LLC $140,000 in 2007 on the following properties: Lots 1, 2, 3 and 4 – Blk5, Lots 1, 2, 3 and 4 - Blk 6, Lots 1, 2, 3 and 4 – Blk 11 all in CIC No.25, School Estate Townhomes. Americana Community Bank which holds the mortgage junior to the City’s mortgage initiated foreclosure proceeding on their junior mortgage against property owned by Commercial Mortgage Fund, LLC. There will be a Sheriff’s Sale on the property. The purchaser of the property at the sale will be the owner of the property, subject, however, to the City of Nicollet senior mortgage. City Attorney will be present at the next meeting to discuss further the City’s options.
Dave Wilking was present to ask the City for some dirt that was removed from the addition of the maintenance garage area. Council will discuss further at the next meeting.
S. Johnson updated the council on the city hall addition project. Two bids were presented to directional bore installation of 156 feet of six inch pipe from the addition to the manhole down the street to deal with drainage issues caused by runoff from the large roof. He also stated that directional boring was the best in order to not damage trees instead of digging a trench and laying the pipe. Also, a bid in the amount of $605.73 plus mark-up was noted for a urinal in the bathroom of the city hall addition.
Bill Blashack addressed the lawns in the empty lots in the Nicollet Coves area. Mayor Thompson noted that the lawns will be chopped down hopefully within the next week.
City Clerk:
1) Noted that the city will be getting a check from the League in the amount of
$16,141.14 for the roof damage from the 2010 storm for the City Hall.
2) Also, asked if the council would like to replace the north windows at city hall,
which was caused by the damage from the 2010 storm, council agreed.
3) Asked if the council would like to renew it’s membership in the Minnesota
Association of Small Cities. Council denied the membership at this time.
Maintenance Supervisor Gary Johnson, asked if employee Darin Drill could be released of his 6-month probationary status.
A motion to remove full-time maintenance employee Darin Drill off of his 6-month probation was approved by S. Johnson, which was seconded by T. Hoffman, and which carried with all voting in favor.
